well, first of all i want to let you kno i moved this post to our suspension forum. hopefully our suspension expert will be able to help you out. well i kno this sounds broken but your gonna want to take the inner tube and the outer tube and jerk them apart hard until you end up pulling out the oil seal and the inner bushing. make sure you have the clip out first, the one behind the dust seal. if yur sure u have it out then pull them apart. i know it sounds broken but it is the truth. just to review, you popped the dust seal off, removed the clip resting on top of the oil seal. then you also opened them up and unscrewed the cap from the inner rod. nothing else should have to come off. granted i have never worked on a pw50 but all the other forks i have done work that way.
