no not a fuse but a flasher auto motive would work but you will need a constant electrical supply = voltage regulator and battery

auto parts store maybe a junk yard for off road vehicles
anything with a battery should have one (voltage regulator)
anything with blinker will have a flasher(but there are two types of flashers, you probably want a solid state flasher )

i would get a new battery though

what guage wire is needed? i was thinking 12 would be sufficent.

for the blinker your could probably use 16 - 18
for the head light 14 - 12 ish
