i am not sure about the ignition system on your bike but i am sure there is a way to get it to fire at the wrong time
did he ever have the flywheel off? or anything where the coil connects?

is it possible that "cogging" is engine knock? with the firing before the piston reaches TDC

wait,now that i think about it i think he did say something about putting a flywheel on it from a different year bike.maybe the magnets on the flywheel/magneto or whatever you wonna call it are placed different or not the same size because that could deffinently make it fire at the wrong time.
