kind of a stupid question

i dont know why but this is really bothering me im just wondering why these holes are in my frame?and if i should do anything about them?

If you pan on welding them closed I would do the classy trick first. Take some oil and pour it into those holes. A decent amount. Then weld it up. The real deal would be to rotate the frame to coat the inside in oil to prevent rust. However, there is no reason to not weld them. They are only going to cause rusting from the inside out.
